As far as I can tell it's all based on how quickly people sign up and each zone meets its goals. When the goals are met and the project is approved by the board, they will then begin engineering and buying materials, then they will begin running the fiber optic cables that they will be using, as they reach residents who have signed up the services will become available. So depending on the manpower that they have dedicated to this project and the priority of each zone (how quickly they meet their goal and the demand in that area probably).
There is a lot of factors so it'd be almost impossible for them to give a solid timeline.
