Deana, The Newbern zone I know for sure is all outside of city limits and doesn't cover as much area as the Hornbeak zone. People are more spread out and there's fewer of them in the area. I'd say that's a pretty big factor in why there's fewer people required.
Dyer covers far less area than the Hornbeak zone and I'm fairly certain has a lower population.
