Hi, Joseph. Thank you for your question. Currently, the Newbern zone is at 97% of its goal with 10 signatures still needed. Given these numbers, we anticipate that the zone will be included with our Phase III buildout. We are in the midst of Phase II, and have not yet taken Phase III recommendations to our Board of Trustees for a vote. As I'm sure you know, we are operating under a participation model, meaning members drive the process of the buildout. Even with Newbern not bordering any other zone directly, once it reaches its goal it will be considered ready for buildout just like any other zone.
